Small country, enormous drama.
Montenegro fits a fjord, a riviera and a mountain range into a country smaller than Wales. The Bay of Kotor is the show-stealer — Venetian bell towers beneath vertical cliffs, best seen from the water — but follow the serpentine roads inland and the black mountains and canyon rivers repay every hairpin.
It remains one of the Adriatic’s best-value luxury stories: five-star bays at prices the French Riviera abandoned decades ago, four hours or so from the Gulf. Pair it with Dubrovnik across the border for a two-country coast trip.
